A House committee has announced that seven U.S. universities have ended joint programs tied to the Chinese communist regime’s scholarships. The committee commended the decision as a strong step toward protecting U.S. academic institutions from foreign influence.

“By stepping up to protect their campuses from malign foreign influence, these U.S. institutions are demonstrating real leadership and a commitment to safeguarding U.S. research and innovation,” said Rep. John Moolenaar (R-Mich.), chair of the House Select Committee on the Chinese Communist Party (CCP), in a <a href="https://x.com/committeeonccp/status/1970887820525900185">statement</a>.

On Sept. 24, Moolenaar praised Dartmouth College, Temple University, UC Davis, UC Irvine, UC Riverside, Notre Dame, and the University of Tennessee for ending their joint programs with the Chinese Scholarship Council (CSC), which supports Chinese students for “state-sponsored study abroad.”

Moolenaar <a href="https://selectcommitteeontheccp.house.gov/media/press-releases/moolenaar-touts-closure-of-joint-programs-tied-to-ccp-tech-transfer">said</a>: “I commend these seven universities for taking decisive action to close their programs tied to the Chinese Scholarship Council—a dangerous technology transfer initiative that advances the PRC’s authoritarian ambitions.”

In July, Moolenaar sent letters to the seven universities, urging them to end joint programs with the CSC.

He said that as a CCP-controlled technology transfer entity, CSC poses a serious threat to the United States by exploiting American educational and research resources to advance the CCP’s military and technological development.

The CSC’s infiltration methods include requiring sponsored students to return to China after their studies and serve for at least two years. Additionally, these students must submit detailed quarterly reports to Chinese embassies or consulates in the United States, detailing their academic progress, laboratory work, research outcomes, and publications.
<h2>Moolenaar Encourages More Schools to Follow</h2>
Moolenaar said he hopes more schools in the United States will follow the lead of the seven universities and put “the integrity of American science and our national security first.”

The CCP has long engaged in various means to steal American technology, including through the “<a href="https://www.theepochtimes.com/focus/thousand-talents-program">Thousand Talents Program</a>,” military-linked academic collaborations, forced technology transfer, and espionage.

“Unlike other international student programs, the CSC has faced increasing scrutiny and criticism due to concerns over academic freedom, surveillance of students, ideological control, and potential espionage,” Moolenaar <a href="https://selectcommitteeontheccp.house.gov/media/press-releases/ccp-on-campus-moolenaar-demands-universities-end-joint-programs-tied-to-chinese-tech-theft">wrote</a> in the July letter.

Shutting down such cooperative programs has been a long-term goal of the House Select Committee on the CCP.

“Protecting American research remains the top priority of this committee,” said the Select Committee.
