Russia’s invasion of Ukraine has claimed the lives of at least 227 civilians. That number comes from what the U.N. Human Rights Office recorded. But Ukraine’s state emergency service said over 2,000 civilians have died. NTD is not able to independently verify the figure. NTD spoke with Russia scholar, author, and adjunct professor at Johns Hopkins University, David Satter.
