President Joe Biden will withhold health care funding from the state of Texas because he says a Trump-era agreement wasn’t done properly. Texas doesn’t use the Medicaid program. It has its own program for uninsured Americans, which the federal government financially supports—or at least it did until Biden canceled the agreement.
