Jamie Bryson, the Northern Ireland director of policy for the Centre for the Union think-tank, told NTD that the purpose of the bill is partly to stop prosecutions against members of the British army for killing terrorists by offering conditional amnesty. But that same amnesty would give terrorists an escape from justice.
