Horace Cooper is a senior fellow with the National Center for Public Policy Research, chairman of the Project 21 National Advisory Board, and a legal commentator. He taught constitutional law at George Mason University in Virginia and was a senior counsel to U.S. House Majority Leader Dick Armey.

NTD’s Paul Greaney sat down with him at the 2022 ALEC Annual Conference in Atlanta, Georgia. Horace explained what he sees as the biggest challenges facing America’s black communities today.
