Senate Majority Leader Chuck Schumer told MSNBC on Monday that he wouldn’t consider the Republicans’ organizing resolution which would protect the filibuster, endorsed by Senator Mitch McConnell. But now it appears McConnell balanced the Senate scales, saying he got two Democrats to side with the minority.
Basically, if a Senator filibusters, a 60-vote majority is necessary to end debate on a bill, as long as they keep talking. It can be used to block the Senate from voting on a bill.
