Kansas is moving forward with tax cuts, despite confusion around a regulation in the latest stimulus package that seems to say states can’t use the money they get to cut taxes. But it’s not clear how exactly that would work. Lawmakers and groups like the American Legislative Exchange Council (ALEC) have been looking for clarification for weeks but to no avail.
