Experts Call For More Water Infrastructure

According to two experts, California’s dire water situation shouldn’t be wholly blamed on the climate, but rather on leadership. They say both a lack of and a failing water infrastructure are major reasons for the drought. And they say the solution is investing more in that infrastructure.
