The House just passed a second impeachment against President Donald Trump. It will now head over to the Senate… which is in recess.

The earliest that the trial can start is on Jan. 20, which is after President Trump’s first term is over.

In theory, the whole thing is moot. However, Democrats are arguing that President Trump can be impeached even after he’s out of office… but is that true?
