The House passed the <a href="https://www.congress.gov/bill/119th-congress/senate-bill/2296">National Defense Authorization Act (NDAA)</a>, a bill authorizing $901 billion for military programs, including boosting pay for service members, slashing Pentagon diversity efforts, and requiring footage to be released of drug boat strikes.

On Wednesday evening, the House voted 312–112 to approve the NDAA bill. Eighteen Republicans and 94 Democrats voted against the package.

House Speaker Mike Johnson (R-La.) said the NDAA delivers on President Donald Trump’s “peace through strength” principle.

Johnson <a href="https://x.com/SpeakerJohnson/status/1998176199323930649?s=20">pointed out</a> that the NDAA provides a 4 percent pay raise for troops and supports National Guard and troop deployment to keep the southern border secure. It also provides the military with tools to counter China and Russia.

The annual bill authorizes how defense funds can be used and establishes priorities for the military. But some lawmakers have expressed concerns over this year's bill, including Rep. Marjorie Taylor Greene (R-Ga.).

The Georgia Republican plans to vote no on the NDAA, claiming it funds foreign aid and foreign countries’ wars with American tax dollars.

“These American People are $38 Trillion in debt, suffering from an affordability crisis, on the verge of a healthcare crisis, and credit card debt is at an all time high,” Greene <a href="https://x.com/RepMTG/status/1998078355644502381">wrote on X</a>. “Funding foreign aid and foreign wars is America Last and is beyond excuse anymore. I would love to fund our military but refuse to support foreign aid and foreign militaries and foreign wars.”

The NDAA authorizes $400 million for each of the next two years to manufacture weapons to be sent to Ukraine, which represents a show of support from Congress at a time when Trump’s backing for Ukraine has been in doubt. The legislation also requires the Pentagon to provide intelligence support for the war-torn country, which was put on pause earlier this year.

The legislation also authorizes funding for the missile defense programs that the United States operates with Israel, including the Iron Dome and David’s Sling.

Notably, the bill lacks a provision from an earlier version to expand coverage of in vitro fertilization for active duty personnel. Rep. Sara Jacobs (D-Calif.) <a href="https://x.com/RepSaraJacobs/status/1997814431485694019?s=20">said</a> Johnson removed her provision, which would have allowed military health insurance to cover IVF for American troops.

“It’s an unbelievably selfish and callous move against people who’ve served and sacrificed so much for us, especially when he and his own staff have access to health care plans that provide IVF coverage,” Jacobs said.

Another provision in the bill reaffirms U.S. commitment to European allies and NATO, requiring the Pentagon to keep at least 76,000 troops and major equipment stationed in Europe.

The NDAA would also put an official end to the war in Iraq by repealing the authorization for the 2003 invasion.
