The International Criminal Court will hold a hearing to determine why South Africa’s government let Sudanese President Omar Hassan al-Bashir leave the country despite arrest warrants for war crimes and genocide from his activity in the Darfur region.

Bashir was in South Africa for an African Union summit in 2015. The ICC issued warrants in 2009 and 2010. Bashir has so far managed to evade arrest in his travels.
