Iran recently joined the rapidly expanding bloc of Eurasian countries led by China, with its membership in the Shanghai Cooperation Organization being cemented on July 4th. NTD discussed this with Bart Marcois, the principal deputy assistant secretary of energy for international affairs during the Bush administration. Marcois also served as a career Foreign Service Officer with the State Department.
