On Jan. 28, the Atlantic Council published “The Longer Telegram: Toward a new American China strategy,” modeled on George Kennan’s historic 1946 “Long Telegram” on Soviet grand strategy. This article aims to furnish the new administration with a U.S. strategy toward China. The author seems to believe the China problem is the problem of Xi Jinping, the country’s current leader. If Xi were replaced by a more “traditional” form of Communist Party leader, the China threat would no longer be as significant. But is that really the case?
