Judge Rules NYC Can’t Let Noncitizens Vote

New York City won’t be able to allow noncitizens to vote in local elections. A judge struck down the city’s measure Monday, saying it’s unconstitutional. The measure would have allowed hundreds of thousands of noncitizens to vote—and not all of them have green cards.
