The Los Angeles City Council passed a motion that would force the owners of a downtown graffiti-covered skyscraper complex to clean up and secure the property. The Oceanwide Plaza Project, left unfinished since January 2019, drew nationwide attention last month due to extensive graffiti covering over 25 floors.
