A congestion tax of $15 could soon be levied against commuters traveling by car into Manhattan south of 60th Street, as New York is poised to roll out its “Central Business District Tolling Program.” The program is facing a number of lawsuits, however.

NTD spoke to Shlomo Angel, a professor of city planning at New York University, who says the plan is unnecessary and that congestion naturally eases as commuters become frustrated by gridlock, with commuters themselves electing to travel by other means.

And would the new tax mean that certain employees would now choose to work from home, thus depriving New York of their business?
