The U.S. economy added 150,000 jobs last month, below expectations. October’s job growth came in below September’s stronger-than-expected total of 297,000 jobs. The unemployment rate rose a tenth of a percentage point last month to 3.9 percent.

China agreed to work with the United States, the European Union, and other countries to collectively manage the risk from artificial intelligence at a British summit on Nov. 1 aimed at charting a safe way forward for the rapidly evolving technology.
