Special counsel Robert Hur testified in Congress on Tuesday over his report on President Joe Biden’s mishandling of classified documents. Mr. Hur stood by his conclusion that President Biden shouldn’t face criminal charges because of his cognitive decline.

Rep. Ken Buck (R-Colo.) has announced that he will resign from Congress at the end of next week. He pointed to chaos on Capitol Hill, and said he wants to work in a different capacity. Haiti’s prime minister Ariel Henry has announced he will resign once a transitional presidential council has been established. Mr. Henry called for peace and stability as gang violence escalates in the Caribbean nation. The Pentagon has pledged $300 million to support a multinational security force in Haiti.
