A third suspect was arrested and charged in connection with the killing of a congressional intern in Washington, D.C., as well as the fatal shooting of a teen girl, prosecutors announced on Thursday.

<span style="box-sizing: border-box; margin: 0px; padding: 0px;">Naqwan Antonio Lucas, 18, was <a href="https://www.justice.gov/usao-dc/pr/third-suspect-charged-murder-slaying-congressional-intern-also-charged-killing-teen-girl" target="_blank" rel="noopener">arrested Wednesday night</a> in Montgomery Village, Maryland, in connection with the shooting death of 21-year-old Eric Tarpinian-Jachym.</span>

Just five days after his murder, Lucas is suspected of killing 17-year-old Zoey Kelley-Hickman. She was found dead of a gunshot wound to the head inside a storage container in a bedroom closet.

Authorities had offered a <a href="https://x.com/DCPoliceDept/status/1981853698096808289">$75,000 reward</a> for information leading to Lucas' arrest.

Lucas appeared before a judge on Thursday afternoon in D.C. Superior Court for his arraignment on both indictments.

His court-appointed attorney could not be reached for comment.

Lucas is being held until a status hearing with his co-defendants is scheduled for Nov. 7.

Kelvin Thomas, Jr., 17, and Lucas’ brother, Jailen Lucas, 17, were arrested on Sept. 5. They were both charged as adults with first-degree murder while armed.

All three offenders were "known to the juvenile court," U.S. Attorney Jeanine Pirro said during a <a href="https://www.justice.gov/usao-dc/pr/third-suspect-charged-murder-slaying-congressional-intern-also-charged-killing-teen-girl">press conference</a> on Thursday.

“These were predictable homicides based upon the behavior of these individuals and the records that everyone knew about, yet the D.C. Council is interested in protecting not the victims but the criminals under the guise of protecting the innocence of youth,” Pirro <a href="https://x.com/EricLDaugh/status/1983985686807027812">said</a>.

On June 30, Tarpinian-Jachym was shot four times when multiple suspects exited a vehicle and opened fire on a group of people. He was not the intended target, police said.

Tarpinian-Jachym later died at the hospital.

Five other people were also assaulted or injured in the shooting.

The case of the murdered intern has been at the center of President Donald Trump's broader crackdown on crime.

Trump federalized D.C.'s police force and deployed National Guard troops to combat crime in the nation's capital following the fatal shooting.

D.C. Mayor Muriel Bowser claimed that crime in the nation's capital was already on the decline. But she also acknowledged that Trump's federal law enforcement surge had a significant impact on reducing crime.

“We know that when carjackings go down, when use of guns goes down, when homicide or robbery go down, neighborhoods feel safer and are safer," Bowser said during <a href="https://apnews.com/article/trump-washington-dc-guard-police-crime-cd2bc19a0c6b7e4bf3a2e1da6c57ce6e">a press conference on Aug. 27</a>. "So, this surge has been important to us for that reason.”

Metropolitan Police Department figures show that violent crime during Trump's federal law enforcement surge was down 39 percent from the same period last year, including a 53 percent drop in homicides, with seven during the surge, compared to 15 during the same timespan in 2024.
