An Afghan national has been arrested for threatening to blow up a building in Fort Worth, Texas, according to the Department of Homeland Security (DHS).

"Mohammad Dawood Alokozay posted a video of himself on TikTok indicating he was building a bomb with an intended target of the Fort Worth area," DHS Assistant Secretary Tricia McLaughlin <a href="https://x.com/TriciaOhio/status/1994815818635288752?s=20">wrote on X</a> Saturday.

Alokozay was arrested on Tuesday by the Texas Department of Public Safety and the FBI's Joint Terrorism Task Force and charged with making terroristic threats.

He's currently being held without bond at Tarrant County's Lon Evans Corrections Center, <a href="https://inmatesearch.tarrantcounty.com/Home/Details?CID=1065872">according to inmate records</a>.

ICE has lodged a detainer following his arrest, McLaughlin said.

Alokozay was paroled into the United States under a program called Operation Allies Welcome in 2021.

He was arrested the day before two National Guard members were shot in Washington, with Afghan national Rahmanullah Lakanwal named as the suspect.

Lakanwal also entered the United States in 2021 through Operation Allies Welcome.

Under President Joe Biden, the program evacuated and resettled tens of thousands of Afghans after the U.S. withdrawal from Afghanistan, including those who fought alongside U.S. troops in the country for two decades. Biden said at the time that the United States owed it to the interpreters, translators, and others who had opposed the Taliban to give them a safe place outside of Afghanistan.

President Donald Trump said that those refugees weren't properly vetted.

In an address on Wednesday night, Trump called for the reexamination of all Afghan refugees who entered the United States under the Biden administration.

The retroactive scrutiny will not be limited to Afghan nationals. According to a Nov. 21 memo signed by U.S. Citizenship and Immigration Services (USCIS) Director Joe Edlow, the Trump administration has ordered a review of all refugees who entered the country between Jan. 20, 2021, and Feb. 20, 2025. USCIS is also halting the processing of all applications for permanent residence for refugees who entered under the Biden administration.

The directive could affect an estimated 233,000 refugees who granted U.S. protection under the Biden administration.

Trump has said that a more rigorous vetting process is necessary.

Nonprofit organization AfghanEvac said that Afghan refugees already face a comprehensive vetting process, and that Lakanwal's alleged actions shouldn't be used to "define or diminish an entire community."

“Afghan immigrants and wartime allies who resettle in the United States undergo some of the most extensive security vetting of any population entering the country,” the <a href="https://x.com/afghanevac/status/1993872495230042266?s=20">statement</a> posted on X on Wednesday reads. “As with any serious crime, authorities will examine how this happened and whether any systems failed—and we support a fact-based review."

Earlier this year, Trump <a href="https://www.reuters.com/world/us/trump-sets-refugee-admissions-ceiling-7500-fiscal-2026-lowest-cap-record-2025-10-30/">set the refugee admissions cap for fiscal 2026</a> at a record low of 7,500. In fiscal year 2024, more than 100,000 refugees were granted entry and protection in the United States.
