Federal immigration agents on Wednesday arrested an Afghan national accused of supporting the terror group Islamic State of Iraq and Syria-Khorasan (ISIS-K).

<span style="box-sizing: border-box; margin: 0px; padding: 0px;">The arrest marks the third terror-related arrest involving individuals who entered the United States under President Joe Biden's resettlement initiative Operation Allies Welcome since Nov. 25, according to a Department of Homeland Security (DHS) <a href="https://www.dhs.gov/news/2025/12/03/miles-nations-capital-ice-arrests-isis-k-afghan-terrorist-who-was-released-us-under" target="_blank" rel="noopener">press release</a>.</span>

Jaan Shah Safi was taken into custody in Waynesboro, Virginia, by U.S. Immigration and Customs Enforcement (ICE) agents under the direction of DHS Secretary Kristi Noem.

Safi is accused of providing material support to ISIS-K and furnishing weapons to his father, who commands a militia group in Afghanistan.

Safi entered the United States on Sep. 8, 2021, through Philadelphia, Pennsylvania, as part of Operation Allies Welcome, the Biden administration's program that resettled Afghan nationals following the U.S. military withdrawal from Afghanistan. He had applied for Temporary Protected Status (TPS), but his application was terminated after Noem ended TPS eligibility for Afghan nationals in May.

The arrest comes as part of what the Trump administration characterizes as a cleanup effort following what it views as major security failures during the previous administration's refugee resettlement efforts.

The DHS said that the Biden administration admitted nearly 190,000 Afghan nationals through Operation Allies Welcome without vetting them before they arrived in the country, conducting background checks only after their arrival. President Donald Trump's administration halted Afghan refugee resettlement on Jan. 20 and suspended entry for Afghan nationals.

The Safi arrest follows two other terror-related incidents involving Afghans who were admitted under Operation Allies Welcome. On Nov. 26, Rahmanullah Lakanwal launched what authorities describe as a terror and ambush-style attack on two National Guard members stationed near the White House. One of the victims, Sarah Beckstrom, later died, while the other, Andrew Wolfe, remains in serious condition.

One day earlier, on Nov. 25, Mohammad Dawood Alokozay was arrested by local authorities and the FBI's Joint Terrorism Task Force in Fort Worth, Texas, for making bomb threats. Alokozay had posted a video on TikTok indicating he was building a bomb with a target in the Fort Worth area and was charged with making terroristic threats.

"The Biden administration created one of the worst national security crises in American history. Biden let into our country nearly 190,000 unvetted Afghan aliens—only determining who they were and their intentions when they were already on American soil," Noem said. "President Trump has been working every day since January 20 to clean up this unmitigated national security crisis."
