European leaders are confronting a critical choice over how to assemble a $155 billion package to sustain Ukraine through 2026–2027. European Commission President Ursula von der Leyen has outlined three paths: new national grants, collective EU borrowing, or the far more controversial “reparation loan” backed by Russia’s immobilized central bank assets. That plan would allow the EU to borrow around €140 billion ($160 billion) against cash generated by the frozen funds, with Ukraine repaying only when Russia ends its war and agrees to compensate for damages. But Belgium, which hosts most of the assets at Euroclear, warns of huge legal and financial exposure.
