More flight delays are expected as the Federal Aviation Administration (FAA) reports increased air traffic controller staffing shortages.

Air traffic controllers missed a full paycheck on Tuesday—the first since the government shutdown began on Oct. 1.

Transportation Secretary Sean Duffy warned of more flight delays at a press conference at LaGuardia Airport in New York City on Tuesday.

"Oftentimes I'm asked, 'Is the airspace safe? Is it safe to fly?' And I would tell you that yes, it's as safe today as it was two months ago. It's safe because we have great men and women who run our facilities," Duffy said.

"If they don't have the right staffing levels or if there are distractions in towers, they will slow down the landings and departures at airports across the country. And what that means for the American people is more delays or more cancellations."

Duffy said 44 percent of the delays on Sunday and 24 percent on Monday were due to staffing shortages.

He said many controllers are struggling to make ends meet and urged the government to reopen.

Atlanta and Newark international airports were both short-staffed for air traffic controllers on Tuesday morning.

Newark's shortage ended at 10 a.m. ET, while Atlanta’s ended at noon.

Not every staffing shortage results in a delay, as controllers can reroute flights. Sometimes, however, there is no choice but to slow planes down to maintain safety.

Controllers are considered essential staff and must work during the shutdown despite not being paid.
