Republicans in the House are pushing ahead with another vote Thursday to fund the Department of Homeland Security, hoping to break a prolonged stalemate.

Many GOP lawmakers say the war in the Middle East adds urgency, arguing that it should persuade more Democrats to support the funding measure.

So far, however, most Democrats are not convinced. They continue to demand changes to Immigration and Customs Enforcement policy in exchange for backing DHS funding.

Even if the bill passes the House, however, the real test will be in the Senate, where Democratic backing will be crucial for the funding measure to move forward.
