The GOP-controlled House on Tuesday approved two juvenile justice bills as the Trump administration continues to crack down on crime in the nation's capital.

<a href="https://www.congress.gov/bill/119th-congress/house-bill/5140?q=%7B%22search%22%3A%22hr+5140%22%7D&s=4&r=1">H.R. 5140</a>, dubbed the "D.C. Juvenile Sentencing Reform Act," passed in the lower chamber by a vote of 225 to <a href="https://apnews.com/article/washington-dc-criminal-code-trump-national-guard-6f65817a4a67a57291b7847385d52efb">203</a>.

The bill would lower the age at which juveniles can potentially be tried as adults in the nation's capital from 16 to 14.

The legislation applies to juveniles charged with murder, first-degree sexual abuse, first-degree burglary, armed robbery, or assault with intent to commit any of those offenses.

Several Democrats voted with Republicans in favor of the bill.

Rep. Thomas Massie (R-Ky.) was the only Republican who voted against it.

"Let me get this straight: Congress wants to prosecute 14 yr. olds as adults, but they don’t want to prosecute adults who sexually abuse 14 year olds? Release the Epstein files," Massie wrote on <a href="https://x.com/RepThomasMassie/status/1968050320485048790">X</a>.
<h2>DOGE Worker Attacked</h2>
An attack on former Department of Government Efficiency (DOGE) employee Edward Coristine in early August sparked a national debate over juvenile crime. Two 15-year-olds were arrested in connection with that attack in Washington.

Trump, at the time, asserted the city imposed soft policies on minor offenders.

"Crime in Washington, D.C., is totally out of control," the president wrote on <a href="https://truthsocial.com/@realDonaldTrump/posts/114977985620971126">Truth Social</a> on Aug. 6.

"Local 'youths' and gang members, some only 14, 15, and 16-years-old, are randomly attacking, mugging, maiming, and shooting innocent Citizens, at the same time knowing that they will be almost immediately released. They are not afraid of Law Enforcement because they know nothing ever happens to them, but it’s going to happen now! The Law in D.C. must be changed to prosecute these 'minors' as adults, and lock them up for a long time, starting at age 14."

The president has since deployed National Guard troops and federalized the local police force, a move that Washington Mayor Muriel Bowser said led to a significant reduction in crime, including an 87 percent <a href="https://www.ntd.com/dc-mayor-reports-significant-drop-in-crime-during-trumps-federal-control-of-city-police_1087437.html">drop in carjackings</a>.
<h2 data-pm-slice="1 1 []">Targeting Reduced Sentences</h2>
The bill was one of two passed in the lower chamber aimed at overhauling the crime laws in Washington, D.C.

Republicans on Tuesday also passed <a href="https://www.congress.gov/bill/119th-congress/house-bill/4922">H.R. 4922</a>, dubbed the "D.C. CRIMES Act", which would lower the age of criminal defendants in D.C. who are eligible for reduced sentences from 24 to 18.

The bill passed the House in a vote of <a href="https://apnews.com/article/washington-dc-criminal-code-trump-national-guard-6f65817a4a67a57291b7847385d52efb">240-179</a>, with 30 Democrats joining Republicans in support. Massie also opposed the bill.

The legislation was introduced by Rep. Byron Donalds (R-Fla.) and passed in a bipartisan vote of 240-179.

"Simply put, if you're 18-24 years-old and you commit a crime in our nation's capital, you should be sentenced as an adult," Donalds wrote on <a href="https://x.com/RepDonaldsPress/status/1968061287620809028">X</a> following its passage.  "This is common sense. We are Making DC Safe Again."

It would also require that criminal sentencing be at least as long as the mandatory minimums for adults, overruling local D.C. policy.

Additionally, the D.C. Crimes Act directs the D.C. Attorney General to establish a public website that would publish statistics on youth criminal acts.

Both bills approved in the House on Tuesday still need Senate approval.

Democrat Ankit Jain, D.C.'s shadow senator, said the focus now turns to his fellow party members in the upper chamber.

“We will be working aggressively to talk to Senate Democrats and make the case to them why they should vote no on these bills,” Jain said. One message will be D.C. is only the start. “If this succeeds, then Republicans will see that this strategy works, that they can go after a lot of the laws in blue cities and unite their party and divide the Democratic Party.”

The House is expected to take up two more D.C. criminal justice-related bills on Wednesday.
