A federal judge has blocked President Donald Trump's deployment of the California National Guard to Los Angeles, ruling that Gov. Gavin Newsom must be given back control of the troops.

U.S. District Judge Charles Breyer issued the ruling on Wednesday.

In June, Trump deployed 2,000 National Guard troops to Los Angeles after sometimes violent demonstrations erupted in the streets in protest of his crackdown on illegal immigration.

Newsom had sued the federal government over the deployment of the state National Guard, arguing it violated state sovereignty. A judge had previously sided with the governor, but the ruling was put on hold pending the Trump administration's <a href="https://cdn.ca9.uscourts.gov/datastore/opinions/2025/06/19/25-3727.pdf">appeal.</a>

Breyer rejected the Trump administration's claim that the protests justified taking control of state National Guard units.

The judge also disagreed that the courts don't have the power to review a president's decision to take control of state National Guard units during an emergency.
<div>That claim by the Trump administration, the judge said, is an overly expansive view of executive authority.</div>
"The founders designed our government to be a system of checks and balances. Defendants, however, make clear that the only check they want is a blank one," Breyer said.
