Typhoon Kong-Rey Set to Make Landfall on Taiwan's East Coast

Strong winds and heavy rain lash Taiwan's capital Taipei as Typhoon Kong-rey is set to make landfall along the island's east coast. Landfall is expected around 2 a.m. ET on Oct. 31.
