Witnesses include Adam Thierer, resident senior fellow of technology and innovation for R Street Institute, and Gregory Allen, director of the Wadhwani Center for AI & Advanced Technologies at the Center for Strategic and International Studies.

Others include Julia Stoyanovich, institute associate professor of computer science and engineering at Tandon School of Engineering, associate professor of data science for the Center for Data Science, and director of the Center for Responsible AI at New York University; and Tim Fist, director of emerging technology policy at the Institute for Progress.
