After her iPhone was stolen last year, the victim had no idea it was on its way to be sent to China, along with another 894 phones in the same box.

On Christmas Eve, she electronically tracked her phone to a warehouse near Heathrow Airport, where she'd spoken with a security guard who happened to be a former Metropolitan Police officer. He warmheartedly helped find that her phone was in a box among roughly 900 phones.

This discovery cracked open a year-long investigation, Operation Echosteep, and eventually led to the London Police dismantling an international criminal network smuggling up to 40,000 stolen mobile phones from the UK to China over the past year—devices that account for as many as 40 percent of all phones snatched in the capital.

The police call it the "largest ever operation" in the UK against phone theft, with more than 2,000 devices recovered and 15 people arrested.

Commander Andrew Featherstone, the Met's specialist in combating phone crime, <a href="https://news.met.police.uk/news/met-dismantles-suspected-smuggling-gang-in-uks-largest-phone-theft-crackdown-501804">said</a> the police "dismantled criminal networks at every level, from street-level thieves to international organised crime groups exporting tens of thousands of stolen devices each year."

Police officers raided 28 homes across London simultaneously to arrest gang members. The two ringleaders—two Afghans in their 30s, alleged to be responsible for shipping 40,000 stolen devices to China—were also arrested in north London in September.

They were charged with conspiring to receive stolen goods and conspiring to conceal or remove criminal property.

At the scene of their arrest, police found dozens of phones in their car, and about 2,000 more devices were discovered at properties linked to them. A third man, a 29-year-old Indian national, has since been charged with the same offences.

Police established that there were three levels of this criminal network: the base level is the thieves on the streets, who can make between £300 and £500 for every phone they steal from the public.

The middle level consists of the shop owners who help collect the stolen phones, and the heads, like the two Afghans, are masterminds who organise the export of the devices in bulk to their contacts overseas.

The number of phones stolen in London has almost tripled in the last four years, from 28,609 in 2020 to 80,588 in 2024. Three-quarters of all the phones stolen in the UK are now taken in London.

The latest <a href="https://www.ons.gov.uk/peoplepopulationandcommunity/crimeandjustice/bulletins/crimeinenglandandwales/yearendingmarch2025#theft-offences">data</a> from the Office for National Statistics found that "theft from the person" has increased across England and Wales by 15 percent (to 151,220 offences) in the year ending March 2025, standing at its highest level since 2003.

Mark Gavin, the senior investigating officer for Operation Echosteep, said the police efforts helped mitigate the crime. “Personal robbery has been reduced by 13 percent and theft is down 14 percent in London so far this year."

"Behind every one of those phones is a victim. People keep their lives on their phones, and it can be heartbreaking when they’re stolen. We heard from people who had lost photos of deceased relatives and others who were violently assaulted during robberies," he <a href="https://news.met.police.uk/news/met-dismantles-suspected-smuggling-gang-in-uks-largest-phone-theft-crackdown-501804">said.</a>
