The bill transfers powers from the government to a regulator who can require WhatsApp, iMessage, and Signal to scan people's private messages.

WhatsApp and Signal have already said they may leave Britain rather than create a backdoor in their encryption.

The bill also threatens Wikipedia and, in particular, Welsh Wikipedia—the world's largest Welsh-language website.
