The FBI is now investigating Thursday’s shooting at Old Dominion University (ODU) in Norfolk, Virginia, as an act of terrorism.

“Our Joint Terrorism Task Force is fully engaged, embedded with local authorities, and providing all resources necessary in the investigation,” FBI Director Kash Patel <a href="https://x.com/FBIDirectorKash/status/2032183663350214858">wrote</a> on X.

The suspect who killed one person and injured two others at the university has been identified by authorities as Mohamed Bailor Jalloh, a former member of the Army National Guard.  In 2016, Jalloh pleaded guilty to attempting to provide material support to the ISIS terrorist group, according to the Department of Justice (<a href="https://www.justice.gov/archives/opa/pr/former-army-national-guard-member-arrested-attempting-provide-material-support-isil">DOJ</a>). Jalloh was sentenced to 11 years in prison and was released from federal custody in December 2024.

Dominique Evans, special agent in charge of the FBI’s Norfolk field office, said at a <a href="https://apnews.com/article/old-dominion-university-virginia-gunman-dead-e49b6d42f2b76d2ad92a2ee72833e9ad">news conference</a> that Jalloh shouted “Allahu Akbar” before the shooting.

The Reserve Officers’ Training Corps students acted quickly to stop the shooter, showing “extreme bravery and courage” and ultimately saving lives, Evans said.

Patel earlier in the day credited the students for their quick actions.

"The shooter is now deceased thanks to a group of brave students who stepped in and subdued him—actions that undoubtedly saved lives along with the quick response of law enforcement," <a href="https://x.com/FBIDirectorKash/status/2032183663350214858">Patel </a>said in a statement shared to social media.

ODU Police Chief Garrett Shelton said at a news conference Thursday afternoon that officers responded after receiving reports that people were being shot in one of the classrooms in the university’s business school building.

In less than 10 minutes, the call came in, officers arrived and they determined the shooter was dead, according to the police chief.

All three victims are affiliated with the university, Shelton added.

Lt. Col. Jimmy Delongchamp, public information officer for the U.S. Army Cadet Command at Fort Knox, Kentucky, confirmed that two people injured in the shooting are members of the Army Reserve Officers’ Training Corps at ODU.

The university canceled classes and suspended operations on the main campus for the remainder of the day, according to ODU President Brian Hemphill.

“The safety of our campus community is my top priority. We are deeply committed to safeguarding all Monarchs and ensuring a secure learning, living, and working environment at all times,” Hemphill wrote in a <a href="https://www.odu.edu/president/article/message-from-president-hemphill">statement</a>. “We take this responsibility very seriously and remain vigilant in our efforts to maintain a safe campus.
