The House Select Committee on the Chinese Communist Party has released a new <a href="https://chinaselectcommittee.house.gov/sites/evo-subsites/selectcommitteeontheccp.house.gov/files/evo-media-document/crude-intentions_final.pdf">investigation</a> detailing how Beijing has kept “the economies of Iran and Russia afloat while fueling its own authoritarian agenda.”

The report says the Chinese Communist Party (CCP) has for years relied on so-called shadow fleets—aging oil tankers that evade detection, sometimes by changing flags or disabling tracking systems—to bypass U.S. sanctions and purchase discounted crude from countries such as Iran, Venezuela, and Russia.

According to the investigation, seized shadow-fleet tankers delivered roughly 70 million barrels of sanctioned oil to China. The report says Beijing used the network to build up a strategic petroleum reserve estimated at about 1.2 billion barrels by early 2026.

Investigators also found that the financial mechanisms tied to the shipments were designed to avoid scrutiny, particularly in Iran’s case. Payments for oil were allegedly disguised as infrastructure projects, including the construction of airports, refineries, and roads.

The report says that the U.S.-led Operation Epic Fury has “greatly diminished” the value of China’s shadow fleet, but warns the infrastructure developed in recent years will likely continue to be used.

Committee investigators said the Chinese regime built the command system in these shadow fleets, which are often manned by Chinese and Russian military and intelligence personnel. They warned that the network could be used not only to transport illicit oil, but also to move “sensitive equipment, personnel, or weapons with minimal visibility.”

The committee recommended several steps to curb future sanctions evasion, including targeting ports that receive shadow-fleet vessels, creating a whistleblower rewards program for transshipment hubs, and directing the Commodity Futures Trading Commission to investigate related financial activity.
