After divisions between the House and Senate, Sen. John Hoeven (R-N.D.) said Republicans will now work to bypass Democrats altogether on funding the Department of Homeland Security.

Originally, Republicans planned to use that strategy only for Immigration and Customs Enforcement (ICE) funding. Now, Hoeven said, they are considering funding the entire department for the next three years without Democratic support.

Lawmakers could pursue that approach through budget reconciliation, a process that allows passage in the Senate with a simple majority if Republicans control the White House, Senate, and House—as they do now. Republicans previously used reconciliation to pass major legislation, including the One Big Beautiful Bill Act.

Hoeven, a senior member of the Senate Appropriations Committee, said Republicans want to “take this off the table.”

The move comes as the standoff over DHS funding deepens. The shutdown has stretched to about 45 days, the longest in history, with negotiations between the two parties at an impasse.

Using reconciliation for standard appropriations bills would be highly unusual and could take months to complete, Senate Majority Leader John Thune (R-S.D.) has said.

Congress is now in recess for two weeks, further delaying any immediate resolution.
