Staff and community members at Nokomis Day Care Center, Minneapolis, Minnesota, held a televised news conference on Dec. 31, covered by several news outlets, to address what they described as an overnight break-in and vandalism due to a citizen journalist's viral video alleging widespread fraud involving Somali child care providers.

The day care manager, Nasrulah Mohmaned, told reporters that the day care center's owner called him and another manager on Dec. 30, informing them that a cleaner had discovered damage early in the morning.

According to Mohmaned, someone allegedly entered through the back of the building near their kitchen, destroyed part of a wall when trying to come in, broke into several office doors, and stole documents related to employees, child enrollment, and checkbooks. Fox 9 Minneapolis–St. Paul posted the <a href="https://youtu.be/Y4gzj7T5jVs?si=kMInIp6drIVS375u">full press conference</a> video online.

The manager described the incident as devastating and said it was targeting the Somali community after “one specific individual made this all happen,” referring to a viral video posted this week by citizen journalist Nick Shirley.

Shirley’s <a href="https://youtu.be/r8AulCA1aOQ?si=yVfTWWpP4gSx7pKk">43-minute video</a>, “I Investigated Minnesota’s Billion Dollar Fraud Scandal,” has received over 2.6 million views since it was posted Dec. 26. In the video, Shirley visits several Somali-run child care centers and alleges fraud.
<h2>Fraud Investigations Expand</h2>
Minnesota has been the focus of multiple federal prosecutions of <a href="https://www.ntd.com/doj-has-charged-nearly-100-people-in-minnesota-fraud-scandal-85-of-somali-descent_1116485.html">fraud involving social service programs</a> in recent years, with dozens indicted and charged, prompting broader investigations and funding reviews in other states.

The Trump administration has said it is <a href="https://apnews.com/article/minnesota-child-care-funds-fraud-trump-1d6edb8511d916fc3a5dc3b339d94e37">freezing child care funds</a> to states unless they provide additional verification that the payments are legitimate. Deputy Secretary of Health and Human Services Jim O’Neill said the move was in response to “blatant fraud that appears to be rampant in Minnesota and across the country,” according to a <a href="https://x.com/HHS_Jim/status/2006136004294664464">social media post</a> announcing the decision on Dec. 30.

On Dec. 31, the House Oversight Committee summoned <a href="https://www.ntd.com/house-sets-2-hearings-on-minnesota-fraud_1116793.html">Minnesota officials</a> to testify about allegations of widespread fraud in the state’s social services programs. The first hearing, scheduled for Jan. 7, will include state representatives, according to Committee Chairman Rep. James Comer (R-Ky).

Comer has also requested that <a href="https://www.ntd.com/ghost-students-and-snap-schemes-walz-urged-to-act-on-fraud-claims_1114400.html">Gov. Tim Walz</a> and Attorney General Keith Ellison appear at a second hearing on Feb. 19. Comer said the Department of Justice is investigating individuals accused of stealing billions of dollars from taxpayers and said Congress has a duty to oversee the matter.
<h2>Fear Amid Allegations</h2>
At the news conference on Dec. 31, Mohmaned said the day care center has received hateful and threatening messages, calling the situation “frightening and exhausting.”

“We have high-quality day cares,” he said, adding that it’s “sad how one individual makes a false video about fraud, which helps engage everyone else to come and do this to us.”

“There are hundreds of Somali day cares out there, and we all help everyone in our community,” Mohmaned said, adding that the child care center is not involved in anything harmful and that licensing and inspections have been good.

Mary Solheim, a child care provider from Mablewood, also spoke at the press conference. She said she came to support the Nokomis Day Care Center as well as its staff and families. She said the federal government, half of the Minnesota legislature, and a “random YouTube video” are causing fear.

Solheim acknowledged that fraud can occur in child care services, but she said it is difficult to commit. She emphasized that fraud happens across all demographics.

A Somali parent speaking through a translator said she can no longer bring her children to the center because they are scared. She said the community is being accused of crimes they didn’t commit, and asked that whoever broke into the day care be caught.

When asked about claims that the break-in was fabricated, the Mohmaned said it was not “made up.”

One reporter asked Mohmaned about police statements that nothing had been reported stolen. Mohmaned responded that staff told police what they observed, and that staff would follow up with police on what was taken, and that a neighboring business has video footage of individuals between “3 a.m. and 7 a.m.”

Mohmaned said the day care has been open since 2016, but declined to discuss enrollment or operational details with anyone. He said that the day care remains open after the break-in.
