The government of Switzerland has frozen bank accounts tied to deposed Venezuelan leader Nicolás Maduro.

The Swiss Federal Council <a href="https://www.news.admin.ch/en/newnsb/4mdMVbqPTwY-5XoVHeNVP">announced</a> the sanctions Monday in response to the U.S. capture raid on Maduro Saturday.

"The situation is volatile, and several scenarios are possible in the coming days and weeks," the Federal Council said in a press release Monday. "Switzerland is closely monitoring the situation in Venezuela. It has called for de-escalation, restraint and compliance with international law, including the prohibition of the use of force and the principle of respect for territorial integrity. Switzerland has also repeatedly offered its good offices to all sides in order to find a peaceful solution to the situation."

U.S. Forces <a href="https://www.ntd.com/what-we-know-about-the-us-operation-that-captured-venezuelas-maduro_1117224.html">captured Maduro</a> in the early morning hours Saturday. Federal law enforcement agents, backed up by military personnel and preceded by a large <a href="https://www.ntd.com/venezuela-video-shows-explosions-fire-near-higuerote-airport_1117226.html">air assault</a>, raided Maduro's residence at the Fort Tiuna military complex in Caracas, capturing Maduro and his wife and extracting them to the USS Iwo Jima. He was then flown to New York to face charges of drug and weapons trafficking charges.

"The Federal Council wants to ensure that any illicitly acquired assets cannot be transferred out of Switzerland in the current situation," the government said. "Under the Federal Act on the Freezing and the Restitution of Illicit Assets Held by Foreign Politically Exposed Persons (FIAA), it has therefore decided, as a precautionary measure, to freeze any assets held in Switzerland by Mr. Maduro and other persons associated with him. The asset freeze does not affect any members of the current Venezuelan government."

The asset freeze went into effect immediately and will remain in effect for at least four years.

Switzerland previously imposed <a href="https://www.seco.admin.ch/seco/fr/home/Aussenwirtschaftspolitik_Wirtschaftliche_Zusammenarbeit/Wirtschaftsbeziehungen/exportkontrollen-und-sanktionen/sanktionen-embargos/sanktionsmassnahmen/massnahmen-gegenueber-venezuela.html">sanctions</a> on Venezuela in 2018. Those sanctions included prohibitions on providing military and surveillance equipment, asset freezes, a requirement to report assets, and a travel ban. These sanctions were applied to a list Venezuelan government officials; including several who are still in power, including current Vice President Delcy Rodriguez. The new asset freezes targets individuals that were not previously sanctioned.

The Federal Council refused to weigh in on questions of whether or not he was deposed in accordance with international law. The government maintained that the reasons behind Maduro's capture was not the determining factor in the asset freezes, but rather the fact that it happened, and the likelihood of future legal proceedings to decide what will be done with his assets. The freezes will prevent outflows of assets while those legal proceedings are ongoing.

In the event that such proceedings find that the funds in those accounts were illicitly acquired, the Federal Council said it would "endeavour to use them for the benefit of the Venezuelan people."

The announcement did not name the associated persons; but the Department of Justice's <a href="https://www.justice.gov/opa/media/1422326/dl">indictment</a> against Maduro names five co-defendants, including former Ministers of the Interior, Justice and Peace Diosdado Cabello Rondón and Ramón Rodríguez Chacín; Maduro's wife, Cilia Adela Flores de Maduro and son Nicolás Ernesto Maduro Guerra; and Tren de Aragua gang leader Héctor Rusthenford Guerrero Flores.

The indictment includes forfeiture allegations that would require Maduro and his co-defendants, if convicted, to forfeit any proceeds or property used to commit or acquired as a result of their drug and weapons trafficking and narco-terrorism operations.
