Transportation Secretary Sean Duffy said on Thursday that 776 air traffic controllers and technicians will receive $10,000 bonus checks for showing up to their jobs every single day during the government shutdown.

That leaves nearly 20,000 of their colleagues missing out, sparking criticism from union leaders and Democratic lawmakers. Some <a href="https://www.axios.com/2025/11/21/air-travel-workers-flights-trump-checks-shutdown">media</a> have put the figure at 11,000.

Duffy celebrated the bonuses in a <a href="https://x.com/SecDuffy/status/1991670993836761228">post</a> on X as recognition for "patriotic men and women" who kept flying safe. "Santa's coming to town a little early," he wrote.

The U.S. Transportation Department said in a <a href="https://www.transportation.gov/briefing-room/us-transportation-secretary-duffy-and-faa-administrator-bedford-announce-10000-award">statement</a> on the same day that the recognition follows President Donald Trump’s directive to honor air traffic personnel who came in to work day in and day out to keep the National Airspace System (NAS) running “despite Democrats repeatedly voting against their pay”.

“These patriotic men and women never missed a beat and kept the flying public safe throughout the shutdown,” Duffy said in the same statement. “Democrats may not care about their financial well-being, but President Trump does. This award is an acknowledgement of their dedication and a heartfelt appreciation for going above and beyond in service to the nation,” he said.

Federal Aviation Administration (FAA) Administrator Bryan Bedford praised those who worked through the emergency shutdown.

“I am profoundly proud and grateful for the air traffic personnel who worked during extraordinary operational challenges to keep the NAS running safely during the longest government shutdown,” Bedford said.

The U.S. Transportation Department said recipients of the award will receive an automated notification during the week of Nov. 24, and their bonus will be issued no later than Dec. 9.

But the National Air Traffic Controllers Association, the union representing most of the workers, has pushed back. According to the union, only 311 of its more than 10,000 members qualified for the bonuses. The group acknowledged that these workers deserve recognition, but argued that everyone who maintained their dedication during the shutdown deserves the same reward.

"More than 311 of these dedicated professionals were instrumental in keeping America moving," the union said in a statement.

The union indicated it plans to work with Duffy to find ways to recognize the other controllers who held the line during the crisis.

The workforce shortage issues became impossible to ignore as the shutdown dragged on. Many controllers started calling in sick or taking days off as they battled with mounting financial pressure.

Their absences cascaded through the system, forcing flight delays nationwide and ultimately prompting authorities to order airlines to reduce flights at 40 of the country's busiest airports.

Democratic Rep. Rick Larsen, the ranking member of the House Transportation and Infrastructure Committee, questioned why only a fraction of workers were being rewarded.

"For the Trump administration to not give a bonus to every single one of these hardworking women and men is wrong; they all deserve a bonus and back pay,” Larsen said.

The FAA had already been struggling with a critical shortage of air traffic controllers before the shutdown hit. Duffy has said in previous updates during the shutdown that some controllers abandoned their careers during the crisis, while experienced staff took early retirement. The remaining workforce was already stretched thin, working 10-hour shifts six days a week.

Safety concerns mounted as absences multiplied. Controllers' responses sparked concern among pilots, and runway incursions spiked, according to Duffy.

Since the shutdown ended, staffing levels have bounced back, allowing airlines to resume normal operations this week.
