Harvard University has lost its certification to enroll international students, the U.S. Department of Homeland Security (DHS) <a href="https://www.dhs.gov/news/2025/05/22/harvard-university-loses-student-and-exchange-visitor-program-certification-pro">announced</a> Thursday.

Harvard’s student exchange program certification was revoked and effective immediately, according to the <a href="https://x.com/Sec_Noem/status/1925612991703052733/photo/1">letter</a> DHS Secretary Kristi Noem sent to the school.

That means Harvard is prohibited from enrolling any students on F-1 or J-1 nonimmigrant status for the 2025–26 academic year. Furthermore, current international students at Harvard on F-1 or J-1 visas must transfer to another university to maintain their legal status, the statement read.

The decision cited Harvard’s “failure to comply” with multiple requests for information on foreign students.

Noem <a href="https://x.com/alex_gorbachev/status/1925614903546540053?s=46&t=mIIqIzVEAiT4zyxT1taY4w">stated</a> on X that “this administration is holding Harvard accountable for fostering violence, antisemitism, and coordinating with the Chinese Communist Party on its campus.”

She added that it is a privilege—not a right—for universities “to enroll foreign students and benefit from their higher tuition payments.”

According to the <a href="https://oneworld.worldwide.harvard.edu/#photo-gallery-info">university’s data</a>, about 7,000 international students studied at Harvard last academic year, which is about 27 percent of the total student population.

On April 16, Noem demanded that Harvard provide information about the “dangerous or violent activity” of foreign students enrolled on its campus in the past five years, including electronic records and audio or video footage. The university responded by April 30, but the response was deemed insufficient, DHS said.

The statement also said Harvard had been creating an unsafe campus environment, described as hostile to Jewish students, promoting pro-Hamas sympathies, and employing what the DHS described as racist diversity, equity, and inclusion policies.

Noem said that the decision serves “as a warning to all universities and academic institutions across the country.” The letter gave Harvard 72 hours to provide the requested information to reinstate its visa program.

In a statement emailed to NTD, the university spokesperson Jason Newton said the administration’s action is “unlawful” and that “this retaliatory action threatens serious harm to the Harvard community and our country, and undermines Harvard’s academic and research mission.”

Earlier this month, the White House <a href="https://www.ntd.com/harvard-no-longer-eligible-for-new-grants-from-federal-government-white-house_1065107.html">announced</a> that Harvard would no longer be eligible for government grants. President Donald Trump threatened to revoke Harvard’s tax-exempt status, and the administration then froze $2.26 billion in federal funding, with nearly $9 billion more placed under review.

In its response, Harvard said it was “not prepared to agree to demands that go beyond the lawful authority of this or any administration.”

In a letter <a href="https://www.harvard.edu/research-funding/wp-content/uploads/sites/16/2025/04/Harvard-Response-2025-04-14.pdf">issued</a> May 12, Harvard President Alan M. Garber reaffirmed the school’s stance and said the Trump administration’s actions were “overreach into the constitutional freedoms of private universities” and “continuing disregard of Harvard’s compliance with the law.”

Harvard also <a href="https://www.ntd.com/harvard-expands-lawsuit-against-trump-administration-to-include-additional-450-million-in-terminated-grants_1067066.html">expanded</a> its lawsuit against the Trump administration’s federal funding cuts to include an additional $450 million in terminated grants announced the same day. That funding, which was to come from eight federal agencies, added to the $2.2 billion already cut.

Announcement of the funding cuts came from the Joint Task Force to Combat Anti-Semitism, which includes representatives from the departments of Education, Justice, and Health and Human Services, and was part of a Trump executive order aimed at rooting out antisemitic harassment on college campuses.
