President Donald Trump and his economic advisors are considering selling stock in government-owned mortgage finance giants Fannie Mae and Freddie Mac, according to a senior administration official.

Trump is weighing all his options for an initial public offering (IPO) later this year, the official confirmed to The Epoch Times.

The move was first reported by The Wall Street Journal on Friday.

Earlier this year, Trump discussed the possibility in a <a href="https://truthsocial.com/@realDonaldTrump/posts/114548257487682819">statement</a> on Truth Social.

"I am giving very serious consideration to bringing Fannie Mae and Freddie Mac public," the president wrote on May 21. "I will be speaking with Treasury Secretary Scott Bessent, Secretary of Commerce Howard Lutnick, and the Director of the Federal Housing Finance Agency, William Pulte, among others, and will be making a decision in the near future."

The share sales could value Fannie and Freddie at nearly $500 billion <a href="https://www.reuters.com/business/trump-administration-eyeing-ipos-fannie-mae-freddie-mac-this-year-us-official-2025-08-08/">combined</a>.

Fannie Mae and Freddie Mac are government-sponsored enterprises (GSEs) that were created by Congress.

The GSEs have been under federal conservatorship since 2008, when the housing market collapsed. To avoid catastrophic effects on the U.S. economy, they were placed in conservatorship under the Federal Housing Finance Agency.

According to the <a href="https://www.fhfa.gov/about/fannie-mae-freddie-mac">agency</a>, Fannie Mae and Freddie Mac perform an important role in the U.S. housing finance system, providing liquidity, stability, and affordability to the mortgage market.

The process includes purchasing loans from lenders and either holding them or packaging them into mortgage-backed securities (MBS) for sale. Lenders use the cash raised by selling mortgages to the GSEs to engage in more lending.

By converting mortgages into MBS and guaranteeing payment of principal and interest, the companies attract investors into the secondary mortgage market, increasing the funds available for housing.

The method helps ensure a steady flow of money into the mortgage market, making it easier for Americans to get loans for home purchases.

Billionaire investor Bill Ackman predicted a public listing around 2026 and <a href="https://x.com/BillAckman/status/1873818034428694837">said</a> it would be the "biggest deal in history."

Ackman, who has held stakes in Fannie Mae and Freddie Mac for more than a decade, noted that Trump and his team during the president's first term took steps toward privatization but ran out of time.

This time around, Trump will "get the job done," <a href="https://x.com/BillAckman/status/1873818034428694837?lang=en">Ackman predicted</a>.

"A successful emergence of Fannie and Freddie from conservatorship should generate more than $300 billion of additional profits to the Federal government (this is on top of the $301 billion of cash distributions already paid to the Treasury) while removing ~$8 trillion of liabilities from our government’s balance sheet," Ackman wrote in <a href="https://x.com/BillAckman/status/1873818034428694837?lang=en">an X post</a> in December 2024.

Top Democrats, however, have opposed Trump's idea.

Senate Minority Leader Chuck Schumer predicted such a move would negatively impact hard-working Americans looking to buy or refinance a home.

“Trump’s housing proposal to privatize Fannie and Freddie is yet another economic policy that will upend middle-class Americans looking to buy or refinance a home while helping line the pockets of the wealthy," Schumer wrote in a May 2025 <a href="https://www.democrats.senate.gov/newsroom/press-releases/leader-schumer-statement-on-donald-trumps-preposterous-idea-to-privatize-fannie-mae-and-freddie-mac">statement</a>. “Experts have warned for years that privatizing Fannie and Freddie—which finances 70 percent of the American mortgage market—would threaten the financial security of middle-class Americans, making it harder and more expensive to buy a home. The average family could be hit with a whopping $1800 to $2800 increase in annual mortgage costs."

Trump said in May that Fannie Mae and Freddie Mac are "doing very well" and  "throwing off a lot of CASH," adding that the time would be right for privatization.

The details of Trump's proposal have not been publicly disclosed. It remains unclear whether Fannie Mae and Freddie Mac would go through the public offering process together or separately.
