A Virginia circuit court ruled that the state’s redistricting referendum was unconstitutional. Gerard Filitti, legal analyst and senior counsel at The Lawfare Project, joined NTD to explain why.

According to the court’s order, lawmakers did not follow required procedural steps. Filitti also said the assigned legislative commission should have been the entity to initiate such a referendum, rather than it being arbitrarily placed on a ballot.
