Two juvenile suspects have been arrested in connection with the shooting of a 21-year-old Congressional intern in June.

U.S. Attorney for the District of Columbia Jeanine Pirro announced the arrests at a press conference Friday with the D.C. Metropolitan Police Department (MPDC), U.S. Marshals, and Washington Mayor Muriel Bowser. The victim, <a href="https://www.ntd.com/21-year-old-congressional-intern-shot-and-killed-in-dc_1076987.html">Eric Tarpinian-Jachym</a>, was killed in a crossfire at the Mount Vernon Square metro bus station in northwest D.C. He was working as a summer intern for Rep. Ron Estes.

"He was an innocent bystander who was caught in a violent act that was not meant for him," Pirro said. "And his death is a stark reminder of how fragile life is, and how violence too often visits us in the nation's capital."

The shooting took place on June 30. According to a July 2 <a href="https://mpdc.dc.gov/release/mpd-provides-update-7th-street-homicide">press release</a> from D.C. Metro PD, officers responded to the sound of gunshots at around 10:28 p.m. June 30 in the 1200 block of 7th Street. They found Tarpinian-Jachym unconscious, along with an adult female and a 16-year-old boy, both conscious and breathing but having been shot as well. They were transported to area hospitals. Tarpinian succumbed to his injuries on July 1.

Metro Police said that the shooting was between two groups, and Tarpinian-Jachym was not the intended target. Multiple suspects got out of a vehicle at the corner of 7th and M Streets and began firing at another group. At the time, NBC 4 Washington showed footage of shattered glass and bullet holes in the bus shelter at the Mount Vernon Square metro bus stop where the shooting took place. It also showed surveillance video of the woman who had been shot running to a nearby store crying for help.

Pirro noted Friday that a fourth victim sustained injuries from broken glass to her face.

Pirro added Friday that police found 2 rifles, a 9mm handgun, and 79 spent rounds scattered on the street. MPDC Criminal Investigations Division commander Kevin Kentish added that the vehicle the suspects used had been stolen in Maryland days prior to the shooting; that vehicle was later recovered unoccupied in Maryland. Authorities with the Capital Area Regional Task Force (CARTF) identified the suspects from surveillance footage and evidence gathered. CARTF and the U.S. Marshals arrested the two suspects Friday morning.

Kentish said the shooting resulted from a dispute between neighborhood crews. The targets were two individuals riding bikes on the street nearby.

The two suspects were identified as Jalen Lucas and Kelvin Thomas, Jr., both 17. A third suspect is still at large. Pirro said that both teens have prior violent juvenile records in D.C. family court. Both suspects are being charged with murder while armed under D.C. municipal code <a href="https://code.dccouncil.gov/us/dc/council/code/sections/22-2101">22-2101</a>, first-degree murder. They will be tried in adult court.

MPDC Chief Pamela Smith expressed confidence that authorities would make a third arrest.

"I hope today's arrest sends a message to individuals who choose to commit violence in our city," she said. "If you harm innocent victims in our community, we will hold you accountable."

Pirro also called on the D.C. City Council to grant the U.S. Attorney's office jurisdiction over younger juveniles.

"From day one, when I came here, I knew that we were missing a whole segment of criminals in our nation's capital, because the D.C. council thinks that these kids need to be protected," she said. "They don't need to be protected. They need to be made accountable.

And we need to be protected. I am advocating and have advocated for jurisdiction over juveniles 14, 15, 16, and 17. They need to be brought into the criminal court so that we can prosecute them because if we do, we can prevent the murder that happened here based upon the histories of these two [suspects]."Mayor Bowser pushed back on Pirro's statement, noting that the U.S. Attorney does have authority over 17-year-olds.

"I would agree with the judge that cold-blooded murder qualifies as a crime that should have a 17-year-old considered as an adult," Bowser said.
