A federal jury found Jinchao Wei, also known as Patrick Wei, guilty of six crimes in what prosecutors described as a betrayal of national trust. While serving at Naval Base San Diego, Wei agreed to deliver sensitive Navy data to a Chinese intelligence officer in exchange for $12,000.

Wei, 25, was convicted of six crimes after a five-day trial. The jury convicted him of conspiracy to commit espionage, espionage, and unlawful export of, and conspiracy to export, technical data related to defense articles in violation of the Arms Export Control Act and the International Traffic in Arms Regulations, according to the Department of Justice U.S. Attorney's Office of the Southern District of California.

He was found not guilty of one count of naturalization fraud. Wei is scheduled to be sentenced on Dec. 1 at 9 a.m.

“The defendant, who took an oath to protect our Nation and was entrusted with a security clearance as a petty officer in the United States Navy, sold out his country for $12,000,” <a href="https://www.justice.gov/opa/pr/us-navy-sailor-convicted-spying-china">said</a> Assistant Attorney General for National Security John Eisenberg.

“He violated his oath, betrayed his uniform and fellow sailors, and turned his back on his adopted nation for money. This verdict serves as a warning to those who do not take seriously the solemn obligations of their positions of trust or their duty to this Nation. Do not be tempted by easy money because you will be prosecuted and sent to prison,” Eisenberg said.

Wei was a machinist’s mate on the amphibious assault ship U.S.S.  Essex with a U.S. security clearance, providing him access to sensitive national defense information. In February 2022, he was contacted via social media by someone posing as a naval enthusiast who was actually a Chinese intelligence officer.

Over the next 18 months, Wei provided extensive classified information—including photographs, videos, and details about the Essex’s weapons, as well as information about other Navy ships obtained from restricted systems. In return, he received more than $12,000.

Evidence presented at trial included communications showing how Wei carried out tasks given to him from his handler, how they covered their tracks, and how he was paid for the espionage.

“The defendant’s actions represent an egregious betrayal of the trust placed in him as a member of the U.S. military,” said U.S. Attorney Adam Gordon for the Southern District of California. “By trading military secrets to the People’s Republic of China for cash, he jeopardized not only the lives of his fellow sailors but also the security of the entire nation and our allies.”

Assistant Director Roman Rozhavsky of the FBI’s Counterintelligence Division said that Wei, who had pledged oaths as both a U.S. Navy sailor and citizen, engaged in espionage by providing a Chinese intelligence officer with photos, videos, ship movement details, technical manuals, and information on weapons systems.

“China continues to aggressively target U.S. military members with and without clearances. This guilty verdict shows the FBI and our partners will aggressively investigate and hold accountable anyone who threatens U.S. national security. We encourage past and present U.S. government personnel to beware of anyone offering to pay for their information or opinions and to report any suspicious contacts to the FBI," said Rozhavsky.

In <a href="https://www.ntd.com/former-us-army-sergeant-pleads-guilty-to-spying-for-china_1075405.html">October 2023</a>, a former U.S. Army intelligence sergeant, Joseph Daniel Schmidt, was arrested and pleaded guilty to providing classified military information to the Chinese communist regime. He is scheduled to be sentenced on Sept. 9, facing up to 10 years in prison and a $250,000 fine.
