The purported 2018 document appears to have been leaked and is now circulating online. It features the official seal of the Communist Party. NTD cannot independently verify its source.

The notice explains that a Uyghur woman from Qinghe County, in the Xinjiang region, was detained because she was deemed "unsafe" by local authorities.
