Washington Mayor Muriel Bowser testified before a House panel on Thursday about crime and safety in the nation’s capital.

Bowser and other district officials outlined the city’s success in reducing crime and acknowledged that President Donald Trump’s intervention helped.

Last month, Trump issued an emergency order that federalized the city’s police department and launched a surge of law enforcement. The National Guard and federal agencies continue to operate in the city even though the order has expired.

Compared to 2023, burglaries are down 34 percent, car theft down 37 percent, homicides down 44 percent and robberies down 60 percent, the mayor told the House panel in opening remarks.

Overall, violent crime is down 53 percent.

“And in the recent federal surge, we accelerated those gains, including a one-month reduction in carjackings of 75 percent,” Bowser said.

The state of the district is “strong” and the city continues to put “every resource necessary toward public safety.

“I’ve authorized the chief to use the overtime necessary to make sure we have adequate police on the streets,” she told the House panel.

According to the mayor, the city logged 1.8 million hours of overtime at a cost of $75 million.

Bowser noted in her opening remarks that the city intends to resume its partnership with the federal government.

“We will continue to use enhanced federal resources as outlined in my mayor’s order creating the D.C. Safe and Beautiful Emergency task force,” she stated.

Rep. Robert Garcia (D-Calif.) argued that deploying National Guard troops to the city isn’t sustainable.

“President Trump is obsessed with running Washington, D.C.,” Garcia said. "If President Trump wants to run Washington, D.C., he should resign as president and run for mayor.

Garcia alleged that the worst crime and corruption in Washington is actually found at the White House.

Rep. James Comer (R-Ky.), however, said Trump’s plan to take over the nation’s capital has worked.

Comer also said the city’s past crime rates were largely driven by historically high rates of juvenile crimes that were enabled by “ultra-progressive, soft-on-crime policies.”

Comer asked D.C. Attorney General Brian Schwalb if he agrees that there is a juvenile crime problem. Schwalb responded in part by saying that “one crime by a young person is one crime too many.”

Earlier this week, the House adopted four bills that would overhaul the criminal justice system in D.C. and restructure how juvenile cases are handled.

D.C. Council Chairman Phil Mendelson said during the hearing that Washington was “a city under siege.”

“It is frustrating to watch this committee debate and vote on 14 bills regarding the district without a single public hearing, with no input from district officials or the public,” he said.

Rep. James Raskin (D-Md.) vowed that Democrats will fight against those bills.

“This week, Republicans in Congress passed four bills attacking D.C.’s right to govern itself,” Raskin <a href="https://x.com/RepRaskin/status/1968760142775648488">wrote on X</a>. “Democrats will fight hard against these provocations and keep pushing for statehood for the 700,000 taxpaying Americans who are the only residents of a national capital on Earth disenfranchised in their own national legislature.”

The four bills still need Senate approval before they can be signed into law by the president.
