Proxy Points of Entry for Migrants Crossing Rio

A stream of thousands of migrants crossing the Rio Grande River into the United States has forced Border Patrol to set up proxy points of entry. Then, they’re released into the country and told to report to local Immigration and Customs Enforcement offices, but most don’t.
