Should homeless individuals be exempt from getting fines or being arrested? The Supreme Court is set to hear arguments on this issue soon. In Oregon, the City of Grants Pass is seeking to curb homelessness. But a group of democratic representatives, including Cori Bush (D-Mo.) and Alexandria Ocasio-Cortez (D-N.Y.), say being homeless is not a crime.
