At a Friday press briefing, White House Spokeswoman Karine Jean-Pierre said the State Department National Security Memorandum issued yesterday—which requires nations receiving military aid from the United States to use their weapons in accordance with international law—is a way to offer transparency and formalize already-standing agreements.

When asked by a reporter, Ms. Jean-Pierre did not say whether aid will be cut off to Israel if the nation does not sign off on the document within 45 days, as specified in the memo.
