State Department spokesman Matthew Miller at a Thursday press briefing stated the Biden administration’s opinion that Russian President Vladimir Putin has failed in achieving his “ultimate goal, which is to subjugate all of Ukraine into Russia.”
Mr. Miller said he based this claim on the State Department’s assessment of Ukraine’s military performance, its implementation of reforms, and its ability to rebuild its economy.
