States With Surpluses Give Rebates, Tax Cuts

States all over the country that raked in more money than they spent have budget surpluses. Experts say it’s a result of leaner budgets, federal COVID stimulus, purchases of more taxable goods, and an economy that was growing before COVID hit. And now, many states are giving back to their residents.
