President Trump says China is the “biggest winner” of the U.S. national defense bill. He says he’ll veto it.

On Sunday, President Trump tweeted, “THE BIGGEST WINNER OF OUR NEW DEFENSE BILL IS CHINA!. I WILL VETO!”

The Senate passed the National Defense Authorization Act, or NDAA, on Friday in an 84-to-13 vote.

The House passed it earlier by a 335-to–78 vote.

Last week, before the votes, Trump tweeted, “I hope House Republicans will vote against the very weak National Defense Authorization Act, which I will VETO. Must include a termination of Section 230 (for National Security purposes), preserve our National Monuments, & allow for 5G & troop reductions in foreign lands!”

For months, the president has railed against Section 230. The federal law gives blanket liability protections for social media and tech companies. Trump and Republicans have said the bill allows companies to choose what content is allowed—adding that companies unfairly target conservatives.

The NDAA bill also doesn’t support Trump’s efforts to reduce U.S. troops in Afghanistan and Germany.

Senator Rand Paul voted against the measure. He says he doesn’t support a bill that limits Trump’s ability to bring troops home.

Senate Majority Leader Mitch McConnell tweeted, “This annual bill will unlock the training, tools, and cutting-edge equipment that our service members and civilian employees need.”
