The Federal Emergency Management Agency (FEMA) ran a test on Wednesday to evaluate the effectiveness of the National Wireless Emergency Alert System.
Though the operation was announced in August, it still surprised some senators, including Sen. Ted Cruz (R-Texas), who was delivering his opening remarks at a Senate Commerce Committee hearing on chips, and Sen. Shelley Moore Capito (R-W.Va.), who was about to speak at a press conference, when the alarm sounded off.
